The quarterly pack assembles itself
On the first business day after each quarter end, the census, general ledger and schedule of units pull into one template: unaudited statements for the provider and the obligated group, 12-month daily average occupancy by living unit type, and a narrative stub flagging every ratio that moved more than a set threshold.
Occupancy by unit type, daily instead of annually
The 12-month daily average is computed every night from move-ins, move-outs and internal transfers, per residence group and per level of care. The quarterly figure stops being a reconstruction and becomes a read. Transfers between Deacon Pointe, Moneta Springs and Coble Creek are counted once, in the right direction.
Board and leadership change notices, filed on time
The statute requires notice of any change to the board, the president, the CEO, the CFO or the organizational documents. A watch on your board roster and officer list raises a draft notice the day a change is recorded, with the 45-day deadline already on it, and routes it for signature.
What is real here, and what is illustrative
Anchored to public figures. The unit counts on this board are built up from numbers Twin
Lakes publishes on twinlakescomm.org: 474 independent living choices (FAQ page), of
which 84 are Stockton Apartments and 24 are Wittenberg Apartments (Our
Residences page), plus 36 private apartments at Deacon Pointe (Deacon Pointe page),
104 private rooms at Coble Creek (Coble Creek page) and up to 12 participants at The
Harbor (Moneta Springs page). The split of the remaining independent living homes between
Garden Homes, Villas, and Aldersgate and Brandenburg, and the Moneta Springs residence count,
are illustrative and are the only unit figures on this board that Twin Lakes does not publish.
Note one number to settle: the Our Residences page says over 510 independent living
homes while the FAQ page says 474. This board uses 474, the lower and more recent of the two,
and the scorecard raises the difference as a finding.
Illustrative throughout. Every occupancy rate, every financial ratio, every dollar,
every contract split and every hours figure on this board is illustrative demonstration data
constructed by BI Consulting Services to show the shape of the work. None of it was taken from
Twin Lakes, none of it was estimated from Twin Lakes, and none of it should be read as a
statement about how Twin Lakes actually performs. The data is internally consistent: subtotals
add to totals, the contract columns sum to occupied residences, and the ratios move together
the way they would in a real set of statements.
The statute. House Bill 357 (2025), Session Law 2025-58 repealed Article 64 of Chapter
58 and enacted Article 64A, effective 1 December 2025. G.S. 58-64A-205 requires, within 45 days
after each fiscal quarter end, unaudited financial statements for the provider and any
obligated group, the 12-month daily average occupancy rate by living unit type at each North
Carolina community, and notice of any change to the board, president, CEO, CFO or
organizational documents. G.S. 58-64A-150(a)(39) requires the eight ratios shown above for the
past three fiscal years and the next three forecast years, for the provider alone and for the
obligated group, with a narrative for material change. Twin Lakes Community is listed on the
North Carolina Department of Insurance register of licensed continuing care retirement
communities under Alamance County, and the Twin Lakes About page states the designation
directly. Fiscal year ends assumed for this demonstration; the real quarter end dates follow
your own fiscal calendar.
